THAT the Council of the Township of Centre Wellington approve the Mayor and Clerk to execute a bylaw to adopt the Use of Indigenous-Themed Names, Logos and Images within or on Township Facilities and Properties Policy, included as Appendix A to report CS2026-06; AND THAT Council approves of and directs Township staff to proceed with the Jefferson Elora Community Centre Permanent Contextual Display as presented in Council Report CS2026-06.

Jennifer Adams. THAT the Council of the Township of Centre Wellington approves the Community Investment Fund allocations as recommended by the Healthy Communities Advisory Committee on January 7, 2026 and the Diversity, Equity and Inclusion Advisory Committee on January 8, 2026, as attached in Schedule A to report CS2026-03. MacDonald. THAT the Council of the Township of Centre Wellington approves application RZ006/24 for a zoning amendment and gives three readings to the necessary by-law.

MacDonald. THAT the Council of the Township of Centre Wellington authorize the Mayor and Municipal Clerk to execute a By-law to regulate and prohibit activity in and around stormwater management facilities within the Township of Centre Wellington.

Craddock. THAT the Council of the Township of Centre Wellington directs staff to issue a Request For Proposal for a Downtown Elora Traffic Study; AND THAT Council approves the Township’s share of funding as outlined in Report No. IS2026-05.

Kimberley Jefferson. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to sign a Lease Agreement between Groves Memorial Community Hospital (GMCH) and the Township of Centre Wellington for the use of 495 Union Street West, Fergus, for the purpose of Healthcare Professional Recruitment accommodation. AND THAT Council authorizes Township staff to make minor amendments to the Lease Agreement should they be requested by Page 8 of 11 Council Minutes January 26, 2026 GMCH and found to be acceptable by Township staff.

Barbara Lustgarten-Evoy. THAT the Council of the Township of Centre Wellington pass an amendment to the 2026 Fees and Charges By-law to enact specific changes since its initial passing.

Bronwynne Wilton. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to sign a Debenture By-law outlining the terms from Ontario Infrastructure and Lands Corporation for borrowing funds for 2 land acquisitions (Lands Adjacent to the Centre Wellington Community Sportsplex, and the Middlebrook Well Site) totalling $5,875,000. AND THAT the Council of the Township of Centre Wellington authorize the Mayor, Clerk, and Treasurer to execute the requisite documents to facilitate the debenture closing on February 17, 2026.

Bronwynne Wilton. THAT By-laws 2026-001 through 2026-008 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.
