THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute an Agreement of Purchase and Sale between The Corporation of the Township of Centre Wellington and James Thoume Construction Ltd. to purchase a portion of land municipally known as 6591 Third Line West, Elora for the purpose of a future municipal supply well facility in the amount of $37,000; AND THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute an Agreement of Purchase and Sale between The Corporation of the Township of Centre Wellington and Elmer and Beatrice Frey to purchase a portion of land municipally known as 6771 Irvine Street, Salem for the purpose of a future municipal Page 2 of 12 Council Minutes October 28, 2024 supply well facility in the amount of $92,500.

Bronwynne Wilton. THAT the Council of the Township of Centre Wellington approve consent agenda items 10.1 through 10.6.

THAT the Council of the Township of Centre Wellington provides municipal concurrence for a proposed 65 m self-supported telecommunications tower by SLI Towers at 7646 Colborne Street, Elora, AND THAT the Managing Director of Planning and Development be authorized to prepare the necessary concurrence letter.

Barbara Lustgarten-Evoy. THAT the Council of the Township of Centre Wellington provides municipal concurrence for a proposed 25 m monopole Page 6 of 12 Council Minutes October 28, 2024 telecommunications tower by Rogers Communications Canada Inc. (Rogers) at 800-840 Tower Street South, Fergus; AND THAT the Managing Director of Planning and Development be authorized to prepare the necessary concurrence letter.

Jennifer Adams. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a By-law to Regulate Speed in the Township of Centre Wellington and to repeal By-law 2023-85 as outlined in Report IS2024-30; AND THAT the Council of the Township of Centre Wellington receives for information updates related to the 40 Kilometer Per Hour Neighbourhood Pilot Program, as outlined in Report IS2024-30.

Barbara Lustgarten-Evoy. THAT the Council of the Township of Centre Wellington execute a by- law to promote outdoor water conservation.

Jennifer Adams. THAT the Council of the Township of Centre Wellington endorse the Recommended Settlement Area Boundary Expansions as set out in Staff Report PLN2024-35; AND THAT the Council of the Township of Centre Wellington requests that the County of Wellington proceed with development of an amendment to the County of Wellington Official Plan as necessary to implement the Township's Recommended Settlement Area Boundary Expansions.

MacDonald. THAT the Council of the Township of Centre Wellington adopt the Social Media Policy as presented in report CAO2024-19.

MacDonald. THAT the Council of the Township of Centre Wellington adopt the amended Hybrid Electronic Meeting Policy as outlined in Report COR2024-60 dated October 28, 2024 from the Manager of Legislative Services & Municipal Clerk.

Page 9 of 12 Council Minutes October 28, 2024 THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a new Procedure By-law and Repeal By- law 2021-31, as outlined in Report COR2024-59 from the Manager of Legislative Services & Municipal Clerk; AND THAT staff prepare a schedule of meetings for 2025 as directed by Council.

Jennifer Adams. THAT By-laws 2024-64 through 2024-67 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.

Craddock. THAT the Council of the Township of Centre Wellington, in accordance with Section 7.7 (a) of Procedure By-law 2021-31, having reached the 3 hour maximum for a Council meeting, hereby extends the meeting curfew by an hour to 9 pm.

Page 11 of 12 Council Minutes October 28, 2024 THAT the Council of the Township of Centre Wellington waives the requirement for giving notice of a Notice of Motion to Reconsider, pursuant to section 7.2 of Procedure By-law 2021-31, in order to reconsider the decision of Council passed on October 15, 2024, regarding the Bissell Park Multi Use Pad, given the deadline of the Community Sport and Recreation Fund grant application; AND THAT Council rescinds the decision of October 15, 2024 to support a new outdoor refrigerated multi-use surface with mechanical and storage buildings and a new option be considered.
