VanLeeuwen. THAT Items 3-7 and 9 of the Report from the Committee of the Whole dated April 23, 2018 be approved as follows: 3. THAT the Council of the Township of Centre Wellington rescind the resolution pertaining to Riverfest 2018, adopted by Council at their meeting held March 26, 2018; AND THAT the Council of the Township of Centre Wellington authorizes Riverfest 2018 to be held in Bissell Park on August 17, 18 & 19, 2018 with amplification of music between 3:00 pm and 11:00 pm on the 17th and 12:00 pm and 11:30 pm on the 18th and between 12:00 pm and 11:00 pm on the 19th subject to the organizers planning and implementing the requirements to ensure Public Safety as required by the Alcohol Gaming Commission of Ontario, Ontario Provincial Police and the Centre Wellington Municipal Alcohol Policy; AND THAT the Council of the Township of Centre Wellington approves Riverfest 2018 scheduled for August 17, 18 & 19, 2018 in Bissell Park as a Significant Municipal event in order to serve and sell alcohol during the event; AND THAT the Council of the Township of Centre Wellington grants an exemption from By-law 5001-05 the Township Noise Control By-law from 11:00 pm to 11:30 pm on August 17 and 18, 2018. 4. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to enter into an agreement with Ken Thompson, o/a Elora Raft Rides permitting access in Confederation Park and Bissell Park for the purposes of operating a river raft adventure business. 5. Linton. THAT the Council of the Township of Centre Wellington authorize the demolition of the structure(s) at the properties municipally known as 15, 18, 19, 21, 23, and 25 Ross Street, Elora, pursuant to Section 33 of the Planning Act, in accordance with By-law 2007-021; Page 6 of 12 Council Minutes April 30, 2018 AND THAT 25 Ross Street, Elora, be removed from the Municipal Register of Cultural Heritage Properties; AND THAT the recommendations for dismantling, salvage, and photo documentation for 15, 18, 19, 21, 23, and 25 Ross Street, Elora, as outlined in the Heritage Impact Assessment dated April 2018, prepared by Robinson Heritage Consulting, be followed; AND THAT a commemoration strategy for 15, 18, 19, 21, 23, and 25 Ross Street, Elora, be submitted for approval to Heritage Centre Wellington prior to final site plan approval for redevelopment of the Elora South Inc. lands.

VanLeeuwen. THAT the Council of the Township of Centre Wellington award the Request For Tender #20-18: Rehabilitation of Bridge and Culvert Structures to Jarlian Construction Inc. in the amount of $169,140 including contingency and excluding HST; AND THAT project funding be revised as outlined in Report COR2018- 27 dated April 30, 2018. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a by-law to appoint Municipal Law Enforcement Officers and Property Standards Officers.

VanLeeuwen. THAT the Council of the Township of Centre Wellington adopt the Use of Corporate Resources Policy as attached to report COR2018-32 dated April 30, 2018.

Kitras. THAT the Council of the Township of Centre Wellington execute a Service Financing Agreement amongst Dunmill Homes Inc., the County of Wellington and Township of Centre Wellington for the construction of new trunk storm sewer and outfall to the Grand River related to the Swan Creek subdivision, as outlined in Report IS2018-03 dated April 30, 2018.

Stephen Kitras. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to sign the Contribution Agreement with the Ministry of Agriculture, Food and Rural Affairs for funding for the purpose of an Economic Development Strategic Action Plan.

Workman. WHEREAS the acquisition of a section of land is required for the construction of a new right hand turn lane for the northbound traffic at the intersection of Tower Street South and Union Street, Fergus; AND THAT the Council of the Township of Centre Wellington authorizes the Mayor and Clerk to execute an Agreement of Purchase and Sale between the Township of Centre Wellington and 666213 Ontario Ltd. for lands described as Parts 1, 2, and 3, as shown on the attached DRAFT Reference Plan, located at 330 Tower Street South, Fergus, in the amount of $2.00, for the construction of a new right hand turn lane.

VanLeeuwen. THAT By-laws 2018-14 through 2018-21 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.

Morris. THAT By-law 2018-22 to Confirm the Proceedings of Council at its meeting held April 25, 2018 be introduced a first, second and third time and passed in open Council.
