VanLeeuwen. WHEREAS the acquisition of a parcel of land containing the Elora Mews sidewalk at 45 West Mill Street in downtown Elora which is required for road and sidewalk reconstruction of West Mill Street; THAT the Council of the Township of Centre Wellington authorizes the Mayor and Municipal Clerk to execute an Agreement of Purchase and Sale between the Corporation of the Township of Centre Wellington and Renee Makino for lands described as Part of Lots 2 and 3, Part of Lane between Lots 1 and 2, North side of West Mill Street, Registered Plan 181, Part of PIN 71410-0084(LT). Part 3 on Reference Plan 61R 21119, located at 45 West Mill St., Elora, in the amount of $10,210.00, for road and sidewalk reconstruction purposes.

Stephen Kitras. THAT the Council of the Township of Centre Wellington receive the report entitled "Review of Site Plan Approval Processes for Commercial and Industrial Development" by Winegard Consulting and McCauley Nichols and Associates, dated September 2016; AND THAT staff be authorized to implement the recommendations of the report, provided any with budget implications be brought forward through budget deliberations.

Kitras. Page 4 of 10 Council Minutes August 28, 2017 THAT the Council of the Township of Centre Wellington approves the appointment of Gerald Moore of RSM Building Consultants to complete the plans review of the proposed new Groves Memorial Hospital project.

McElwain. THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 54 Victoria Street, former Village of Elora, Plan 181, Part Lot 6, Part Lot 7.

Kitras. THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 6130 Highway 6, former Township of Nichol, Concession 5, Part Lot 11.

McElwain. THAT the Council of the Township of Centre Wellington confirms the designation of the property municipally known as 495 Union Street West in the Township of Centre Wellington, to be a property of cultural Page 5 of 10 Council Minutes August 28, 2017 heritage value and/or interest pursuant to Section 29 (Part IV) of the Ontario Heritage Act; AND THAT the corresponding by-law be given three readings.

McElwain. THAT the Council of the Township of Centre Wellington approves application RZ05/17 and gives three readings to the necessary zoning by-law amendment.

Kitras. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to enter into an agreement with The Elora Rocks Hockey Club for the payment of ice rental arrears from the 2016/2017 season. Page 6 of 10 Council Minutes August 28, 2017

Fisher. THAT the Council of the Township of Centre Wellington approve the MacDonald Trust Fund Application and MacDonald Trust Fund Guidelines documents as attached to Report CS2017-15 dated August 28, 2017, to be implemented as the intake process for the Township of Centre Wellington to formally receive applications for funding requests from the MacDonald Trust funds being held by the Township.

Lloyd. THAT the Council of the Township of Centre Wellington approves the application received from Centre Wellington Minor Softball Association Inc. to apply for a Special Occasion Permit through the Alcohol and Gaming Commission for The 6th Annual Jeanne Dalton Memorial 3- Pitch Tournament, considered to be of Municipal Significance, scheduled for the weekend of September 22nd, 23rd, & 24th, 2017 at Elora Arena Softball Diamonds in order to serve and sell alcohol at the event.

Stephen Kitras. THAT the Council of the Township of Centre Wellington approves the request from Caitlyn Norman for an exemption to By-law 5001-05, the Noise By-law for the Township of Centre Wellington, to permit the amplification of music at 6695 Sixth Line, Belwood on Saturday, Page 7 of 10 Council Minutes August 28, 2017 September 16, 2017 between 11:00 p.m. to 1:00 a.m., for a wedding celebration; AND THAT the applicant ensure neighbouring property owners are notified in advance of the event.

THAT the Council of the Township of Centre Wellington authorizes the Mayor and Clerk to execute a by-law to appoint Daniel Wilson as the Managing Director of Corporate Services/Treasurer and Repeal By-law 2014-007.

McElwain. THAT By-laws 2017-60 through 2017-64 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed. Page 9 of 10 Council Minutes August 28, 2017

Morris. THAT By-law 2017-65 to Confirm the Proceedings of Council at its meeting held August 28, 2017 be introduced a first, second and third time and passed in open Council.
