THAT the Council of the Township of Centre Wellington supports the request of Mr. Andrew Francone and defers the dog designation appeal hearing to the next regular meeting of Council scheduled for Monday, January 23, 2017.

THAT the Council of the Township of Centre Wellington endorse the preferred alternative for the Victoria Street Pedestrian Bridge (Alternative F.3) and West Mill Street Public Realm improvements (Two- way street alternative); AND THAT Council authorize staff to issue a Notice of Study Completion for the Class Environmental Assessment for the Victoria Street Pedestrian Bridge and West Mill Street Public Realm improvements; AND THAT Council endorse the preferred concept for the expansion of the public parking lot adjacent to the Elora LCBO (Metcalfe Street & High Street); AND THAT Council directs staff to pursue a design-build method of project delivery for the detailed design and construction of the Victoria Street Pedestrian Bridge; AND THAT Council directs staff to proceed with the detailed design, applications for regulatory approvals, preparation of tender documents, and construction for the West Mill Street Public Realm improvements and Elora LCBO parking lot expansion in 2017 as outlined in Report CAO2016-17 dated December 12, 2016.

THAT the Council of the Township of Centre Wellington receive an update on the St. David Street Bridge Class Environmental Assessment as outlined in Report IS2016-15 dated December 12, 2016 for information.

THAT the Council of the Township of Centre Wellington receive the report on the Colborne Street Reconstruction Project outlined in Report IS2016-16 dated December 12, 2016 for information.

THAT the Council of the Township of Centre Wellington give three readings to a by-law to adopt Amendment No. 1 to the Urban Centre Community Improvement Plan.

THAT the Council of the Township of Centre Wellington approve a shared services staff position with the Township of Puslinch, Township of Wellington North, Township of Guelph-Eramosa, Township of Mapleton, and Town of Erin for a Risk Management Inspector to address legislated tasks under the Clean Water Act and approved Source Protection Plan for the Grand River Watershed within the Township of Centre Wellington; AND THAT Council direct staff to include financial provisions for the Township of Centre Wellington's portion of funding for the shared Risk Management Inspector position in the 2017 Environmental Services Operating Budget as outlined in Report IS2016-14 dated December 12, 2016.

VanLeeuwen THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute at Tax Increment Equivalent Grant agreement between the Corporation and Elora North Inc; AND THAT Council authorizes the Managing Director of Corporate Services to execute an agreement between the County of Wellington and the Township of Centre Wellington regarding the County Page 10 of 15 Council Minutes December 12, 2016 participation in the Elora North TIEG.

THAT the Council of the Township of Centre Wellington approve application RZ07/16 and that the appropriate zoning by-law amendment be given three readings. (7261 Wellington Road 18)

THAT the Council of the Township of Centre Wellington approve repaying the outstanding principal balance of the Fergus Fire Hall Expansion Debt in the amount of $271,475.67, funded as follows; $168,694.98 from the development charges reserve fund, and $102,780.69 from the general capital fund.

McElwain THAT the Council of the Township of Centre Wellington pass a by-law to establish the fees and charges for various services provided by the Page 11 of 15 Council Minutes December 12, 2016 municipality, and to repeal By-law 2015-055, as amended.

THAT the Council of the Township of Centre Wellington pass a By-law to provide for an Interim Tax Levy for the year 2017 and to provide for the payment of taxes by installments.

THAT the Council of the Township of Centre Wellington pass a By-law to establish temporary borrowing for 2017.

THAT the Council of the Township of Centre Wellington receives Report CAO2016-18 dated December 12, 2016 for information.

THAT the Council of the Township of Centre Wellington receive the Multi-Year Accessibility Plan: Status Update (2017-2021) for information.

THAT the Council/Committee tracking list be received for information.

THAT By-laws 2016-66 through 2016-70 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.

THAT the Council of the Township of Centre Wellington, in accordance with the procedural by-law, extend the curfew to 10:30 p.m.

THAT By-law 2016-71 to Confirm the Proceeding of Council at it meeting held December 12, 2016 be introduced a first, second and third time and passed in open Council.

THAT the meeting now adjourn.
