THAT the Council of the Township of Centre Wellington endorse the Bridge Design Guidelines - Downtown Elora as attached to Report CAO2016-004, dated August 29, 2016.

THAT the Council of the Township of Centre Wellington authorize the completion of the outstanding road improvements and servicing in the Fergus Industrial Park, specifically on Glengarry Crescent and Dickson Drive; AND FURTHER THAT this project be funded from the general capital reserve and that this line item be removed from the 2017/18 capital budget.

THAT the Council of the Township of Centre Wellington authorizes the Mayor and Clerk to execute a by-law authorizing a fundraising activity in the form of soliciting by a toll booth on Metcalfe Street, Elora on Saturday, September 17, 2016 from 8:30 am to 4:00 pm by the Elora Firefighters Association on behalf of Muscular Dystrophy Canada.

THAT the Council of the Township of Centre Wellington receive Report COR2016-62, Amendments to the Municipal Elections Act (Bill 181), dated August 29, 2016, from the Manager of Legislative Services/Municipal Clerk for information.

THAT the Council of the Township of Centre Wellington authorizes staff to retain the services of Harry Cummings and Associates Inc., to defend its position and for the preparation of a witness statement pertaining to an appeal to the Ontario Municipal Board of application RZ03/15 to rezone property at 7629 Fourth Line, former Township of Nichol to permit a commercial dog kennel. THAT the Council of the Township of Centre Wellington authorizes the Mayor and Clerk to execute a by-law, known as the "Delegation of Authority By-law", to delegate routine decision-making authority to staff in order to streamline decision making and allow Council to focus on strategic issues and policy setting.

THAT the Council of the Township of Centre Wellington approve Heritage Permit Application No. HP-2016-004 to construct an addition to the existing dwelling at 353 Geddes Street, Salem.

THAT the Council of the Township of Centre Wellington approved application RZ01/16, to permit eight (8) model homes on a site at the corner of Beatty Line and Colborne Street; AND FURTHER THAT three readings be given to a by-law to amend By-law 2009-045, as amended.

THAT the Council of the Township of Centre Wellington approve the installation of 62 new street lights to be installed over 29 sites as outlined in this report. The estimated cost is $81,000 including the non- refundable portion of the HST; AND THAT the LED Streetlight Replacement Program, including the installation of 62 new street lights to be installed over 29 sites be funded as outlined in Corporate Services Report COR2016-34, dated August 29, 2016.

THAT the Council of the Township of Centre Wellington pass a By-law Page 7 of 10 Council Minutes August 29, 2016 to amend the fees and charges by-law number 2015-055 as amended.

THAT the Council of the Township of Centre Wellington receive report CAO2016-003, dated August 29, 2016, regarding the 2017 Capital and Operating Budget schedule as information.

THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a Road Maintenance Agreement between the County of Wellington and Township of Centre Wellington as outlined in Report No. IS-2016-09 dated August 29, 2016.

THAT the Council of the Township of Centre Wellington extend the meeting curfew to beyond 10:00pm

THAT By-laws 2016-041 through 2016-45 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.

THAT By-law 2016-46 to Confirm the Proceeding of Council at it meeting held August 29, 2016 be introduced a first, second and third time and passed in open Council.
