Committee of the Whole

Dunsmore. THAT the minutes of the Committee of the Whole meetings held January 27 and February 16, 2021 be adopted as circulated.

Dunsmore. THAT the Council of the Township of Centre Wellington instruct Community Services staff to draft a Trees on Public Property By-law following a public consultation process and present the draft to Council for consideration at a future meeting.

MacRae. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute an agreement between the Corporation and the Participating Landowners to provide for the completion of the South Fergus Master Environmental Servicing Plan and Secondary Plan; AND THAT Council direct staff to proceed with a Municipal Class Environmental Assessment for the expansion of the Union Street West Wastewater Pumping Station to service future growth in the Fergus Urban Centre, to be funded as outlined in report PLN2021-06.

McElwain. THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 491 Wellington Road 18, former Township of Nichol.

Kitras. THAT the Council of the Township of Centre Wellington approve the partial demolition request for the detached garage at the listed property municipally known as 160 Garafraxa St. W., Fergus, in the Township of Centre Wellington; AND THAT the property municipally known as 160 Garafraxa St. W., Fergus, remains on the Township’s Municipal Heritage Register as a non- designated (listed) property.

Dunsmore. THAT the Council of the Township of Centre Wellington authorizes the Head of Council and the Clerk to execute a lease agreement for a period of five years with the Fergus Agricultural Society for the use of the Centre Wellington Community Sportsplex, Fergus facilities for the Fergus Fall Fair.

MacRae. THAT the Council of the Township of Centre Wellington approve the Sidewalk Patio, Sidewalk Café and Sidewalk Display Policy that allows for the establishment of patios, cafes and displays on public space; AND THAT Council waive the fees associated with this policy for 2021 and, weather permitting allow the start of the 2021 season to open earlier than the stated date of May 1, to assist local businesses in recovering from the pandemic.

MacRae. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a Park Development Agreement between the Township and Taylor McDaniel, Clark McDaniel, and Jennifer Mochrie (the Developer) for Graham Park, 13, Douglas Street, Fergus; AND THAT the Council of the Township of Centre Wellington delegate authority to Andrew Goldie, CAO to sign the forthcoming Acknowledgement and Direction authorizing the registration of the easement on title to 11 Douglas St. in the form enclosed subject to any minor revisions that may be requested by the owner and deemed appropriate by the Township solicitor. Foster. THAT the Council of the Township of Centre Wellington adopt the Municipal Flag Policy as attached to Report CAO2021-04 from the Chief Administrative Officer dated March 22, 2021.
