Foster. THAT the Council of the Township of Centre Wellington defer a decision on the position of the Deputy Mayor pending an investigation by the Integrity Commissioner into whether Councillor VanLeeuwen violated the Council Code of Conduct or any other legislation.

MacRae. THAT the Council of the Township of Centre Wellington receive as information the following 2020 Water and Wastewater Annual Reports: • Township of Centre Wellington - Drinking Water System Annual Report; • Township of Centre Wellington - Drinking Water System Summary Report; • Elora Wastewater Treatment Plant - Annual Performance Report; • Fergus Wastewater Treatment Plant - Annual Performance Report; and • Township of Centre Wellington - Risk Management Official and Municipal Annual Report.

Dunsmore. THAT the Council of the Township of Centre Wellington authorize the Mayor and Municipal Clerk to execute a new by-law to regulate sewer use of the Township wastewater systems and to repeal By-law 2849 Sewer Use Fergus and By-law 3000-90 Sewer Use Elora.

MacRae. THAT the Council of the Township of Centre Wellington approve the grant allocations as follows: Community Resource Centre - $3000 Elora Environment Centre - $3580 Grand Celtic Pipe Band - $5000 Metz Pumpkinfest - $500 Children’s Foundation - $5000 Wellington Pregnancy Centre - $1000 Page 6 of 9 Committee of the Whole Minutes February 16, 2021 AND THAT Council consider the funding requests from the Elora Centre for the Arts in the amount of $5000 and the Fergus Scottish Festival, in the amount of $5000, ineligible in accordance with Section 1.3 of the grant application policy; AND THAT the balance of the funds remaining be dispersed between any future Neighborhood Wellness Initiatives as approved by Council and/or the Centre Wellington Community Foundation COVID-19 Community Response Fund.

McElwain. THAT the Council of the Township of Centre Wellington direct the Community Services Advisory Committee to review and make recommendations to Council on the MacDonald Trust Fund Projects with respect to the following: • Timing for each project with reasonable expectations for completion dates • The request by Elora Centre for the Arts and Riverfest to alter the scope/intent of the project approved for funding • Direction for an Agreement for the KIPP funding project • Direction on any funding that was awarded, but not remitted as a result of the project not being able to fulfill the project work • Any other recommendations on projects currently not completed

Dunsmore. Page 7 of 9 Committee of the Whole Minutes February 16, 2021 THAT the Council of the Township of Centre Wellington direct staff to allocate $157,000 in additional funding received as part of the Federal and Provincial Safe Restart Agreement to the Township's COVID-19 Reserve, to be used to fund operating pressures due to COVID-19.

McElwain. THAT the Council of the Township of Centre Wellington approve a Level Two (2) Façade, Building and Property Improvement Grant/Loan for the Priority Site listed as 165-169 Geddes St. Elora in the amount of a $10,000 grant and a $10,000 loan; THAT Council delegate the signing authority for Level Two (2) Façade, Building and Property Improvement Grant/Loan financial agreements to the Managing Director of Corporate Services.
