THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a by-law to appoint Hurania Melgar as the Emergency Management Programme Coordinator (CEMC) for the Township of Centre Wellington. Page 2 of 8 Committee of the Whole Minutes September 21, 2020

McElwain. THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a by-law to amend By-law 2002-91, as amended, a by-law to provide rules governing the proceedings and conduct of meetings of the Council for the Township of Centre Wellington, to allow for electronic participation in meetings beyond an emergency and for members participating electronically to count towards quorum.

McElwain. THAT the Council of the Township of Centre Wellington directs Township staff to apply for a grant opportunity from the Federation of Canadian Municipalities' Municipal Asset Management Program for Corporate Asset Management Development in Centre Wellington. Page 3 of 8 Committee of the Whole Minutes September 21, 2020 AND THAT the Township of Centre Wellington commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities' Municipal Asset Management Program to advance its asset management program: · Complete a Roads Needs Study for Urban and Rural Roads including Condition Assessments. AND THAT the Township of Centre Wellington commits $20,000 from its budget toward the costs of this initiative.

Dunsmore. THAT the Council of the Township of Centre Wellington supports the Top Aggregate Producing Municipalities of Ontario resolution with respect to property tax assessment for aggregate resource properties as outlined in the Wellington County Administration, Finance and Human Resources Committee report dated September 15, 2020 and provided to Council in report COR2020-53 dated September 21, 2020.

McElwain. THAT the Council of the Township of Centre Wellington receive for information Report IS2020-19, Fergus Wastewater Treatment Plant Secondary Digester Roof Comparison; AND THAT the Council of the Township of Centre Wellington, notwithstanding the rules of procedure, waives the giving of notice and two thirds majority requirements to reconsider a Council decision with respect to the Request for Proposal #30-20: Fergus Wastewater Treatment Plant Secondary Digester Roof Replacement; AND THAT Council award Request for Proposal #30-20: Fergus Waste Treatment Plant Secondary Digester Roof Replacement to Glover-Hill Inc., a total upset limit of $1,948,000, excluding contingency and HST; AND THAT the funding for this project be revised as outlined in Report COR2020-43, dated August 24, 2020.

MacRae. THAT the Council of the Township of Centre Wellington give three Page 5 of 8 Committee of the Whole Minutes September 21, 2020 readings to a by-law to exempt Block 88 of Plan 61M-235 from the part lot control provisions of the Planning Act.

VanLeeuwen. THAT the Council of the Township of Centre Wellington approve application RZ11/19; AND THAT the necessary zoning by-law amendment be given three readings.

VanLeeuwen. THAT the Council of the Township of Centre Wellington approve application RZ10/19; and, THAT the necessary zoning by-law amendment be given three readings.

Page 6 of 8 Committee of the Whole Minutes September 21, 2020 THAT the Council of the Township of Centre Wellington authorize the Mayor and Clerk to execute a subdivision agreement between the Township and Sorbara/Tribute Nigus Holdings Inc. in respect of Stage 2A of draft plan of subdivision 23T-16003; AND THAT the Council authorize Sorbara/Tribute Nigus Holdings Inc. to make application for minor variances to the approved zoning regulations pursuant to Section 45 (1.4) of the Planning Act, R.S.O 1990

Dunsmore. THAT the Council of the Township of Centre Wellington receive as information a report on emergency Sanitary Sewer Line repairs at the Fergus Fire Station in 2019 and 2020.
