THAT the Council of the Township of Centre Wellington approves the Page 2 of 10 Committee of the Whole Minutes March 20, 2017 request from Garry & Linda Sullivan for an exemption to By-law 5001- 05, the Noise By-law for the Township of Centre Wellington, to permit the amplification of music at 0046 Side Road 18, Fergus, on Saturday, August 19, 2017 between 11:00 p.m. to 1:30 a.m., for a wedding celebration; AND THAT the applicant ensure neighbouring property owners are notified in advance of the event.

THAT the Council of the Township of Centre Wellington appoint the following to the Board of Management for the Elora Business Improvement Area: Jon Laurencic, Chair Steve Scott, Vice-Chair Fran Weima, Treasurer Bronwyn Tolmie Cate Mulholland Jacquie Shantz AND THAT By-law 2015-006 be amended to reflect the new Board of Management for the Elora Business Improvement Area, pursuant to s. 204(2) of the Municipal Act 2001, as amended.

THAT the Council of the Township of Centre Wellington approves the Page 3 of 10 Committee of the Whole Minutes March 20, 2017 issuance of a demolition permit to demolish the single detached dwelling located at 6281 Eighth Line West, former Township of Pilkington, Concession C, West of Grand River, Lot 7, Lot 8, Including Islands.

THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 503 James Street (Salem), former Township of Nichol, Plan 75, Wisslers Portion Lot 6, East Side James Street, Part George Street Salem.

THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 7266 Wellington Road 21, former Township of Pilkington, Plan 140, Part Park Lots 20 & 21 Inverhaugh.

THAT the Council of the Township of Centre Wellington receives the 2016 Annual Building Activity Report for information dated March 20, 2017.

VanLeeuwen THAT Council approve a Level Two (2) Façade, Building and Property Improvement Grant/Loan for the Priority Site listed as 101 St. Andrew Street West, Fergus (former Rafferty Insurance) in the amount of a $10,000 grant and a $10,000 loan; AND THAT Council delegate the signing authority for Level Two (2) Façade, Building and Property Improvement Grant/Loan financial agreements to the Managing Director of Corporate Services.

THAT the Council of the Township of Centre Wellington approve zoning amendment application RZ02/16; AND THAT the proposed zoning by-law amendment to Zoning By-law 2009-045 be given three readings.

McElwain THAT the Council of the Township of Centre Wellington approve zoning amendment application RZ08/16 for the properties located at 6074 Fourth Line East and 6029 Sixth Line East, Pilkington; AND THAT a by-law to amend By-law 2009-045 be given three readings. THAT the Council of the Township of Centre Wellington give three readings to a zoning by-law amendment in respect of draft plan of subdivision 23T-20002.

THAT the Council of the Township of Centre Wellington hereby authorize the Mayor and Clerk to execute a Subdivision Agreement between the Corporation of the Township of Centre Wellington and Finoro Developments Inc. in respect of draft plan of subdivision 23T- 20004.

Page 7 of 10 Committee of the Whole Minutes March 20, 2017 THAT the Council of the Township of Centre Wellington confirms the appointment of Nico VanderSluis as a member of Heritage Centre Wellington and Alexander (Sandy) Cleghorn as a member of the Grand River Non-Profit Housing Corporation Board of Directors for the duration of the current Council term. AND THAT Lisa MacDonald be appointed as an additional Livestock Investigator.

THAT the Council of the Township of Centre Wellington receive for information Report COR2017-07 re: Treasurer's Statement of 2016 Council and Committee Remuneration & Expenses dated March 20, 2017.

VanLeeuwen THAT the Council of the Township of Centre Wellington approves Vote by Mail as an alternative method of voting for the 2018 municipal election; AND THAT the Municipal Clerk be authorized to enter into agreements with DataFix and Dominion Voting Systems.

THAT Council DEFER a decision regarding alternative voting method for the 2018 municipal election to the April Committee of the Whole meeting.
