Morris. THAT Council defer consideration of a full time Municipal By-law Enforcement Officer position to the 2019 budget.

THAT the Council of the Township of Centre Wellington approves the inclusion of a full time Municipal By-law Enforcement Officer position in the 2018 budget.

VanLeeuwen. THAT the committee adjourned December 5, 2017 at 6:03 p.m.

THAT the Council of the Township of Centre Wellington approves the $3,000 increase to the Community Impact Grants Program as recommended in the 2018 draft budget for total grants available of $55,000.

THAT the Council of the Township of Centre Wellington direct the Community Services Advisory Committee to extend the grant program to allocate the additional $3,000 funds in accordance with the Community Grants Policy.

THAT the Council of the Township of Centre Wellington denies the request from Elora Fergus Gear Grinders to waive the rental fee in the amount of $571.40 for use of the CW Community Sportsplex; AND FURTHER THAT the request from the Grand Quilt Guild, Quilts on the Grand be approved in the amount of $1,500; AND FURTHER THAT the balance of $1,500 be forwarded to the Community Services Advisory Committee to distribute in accordance Page 6 of 12 Committee of the Whole Minutes December 5, 2017 with the Community Impact Grant Program.

THAT the Council of the Township of Centre Wellington approves the grant allocations as outlined in Appendix A to Report CS2017-19, dated December 5, 2017.

McElwain. THAT the Council of the Township of Centre Wellington eliminate Project 2018-053, the Jobs and Investments Incentive Grant Program in the amount of $220,000 from the capital budget; AND THAT the Economic Development operating budget be amended to reflect this change. Morris. THAT the Jobs and Investment Incentive Program policy be amended to include Council’s direction that applications under this program be presented to Council for approval.

Mary Lloyd. THAT the Council of the Township of Centre Wellington pass a by-law to establish the fees and charges for various services provided by the municipality, and to repeal by-law 2016-068 as amended.

Kitras. THAT the Council of the Township of Centre Wellington give three readings to a by-law to authorize the Mayor and Clerk to execute an Page 8 of 12 Committee of the Whole Minutes December 5, 2017 Early Payment Agreement/Credit Agreement between the Corporation of the Township of Centre Wellington and Sorbara FBH 36.98 G.P. Inc., in respect of offsite works related to draft plan of subdivision 23T-07002.

Kitras. THAT Council direct staff to include in the capital budget $10,000 for the review and assessment of the mayor and council remuneration and time commitment.

VanLeeuwen. THAT Committee adjourned December 6, 2017 at 4:35 p.m.

Fisher. THAT the Council of the Township of Centre Wellington adopt Report COR2017-66 regarding additional financial disclosure requirements for the 2018 budget year pursuant to Ontario Regulation 284/09.

Lloyd. THAT the Council of the Township of Centre Wellington accepts the Elora Business Improvement Area Budget as presented.

VanLeeuwen. THAT Council of Township of Centre Wellington adopt capital budget project 301-0558, West Mill Street and project 301-0624, Victoria Street Pedestrian Bridge.

Fisher. THAT the Council of the Township of Centre Wellington adopt the 2018 budget, as amended.
