ATT 1 - Council

THAT the Council of the Corporation of the Township of Centre Wellington adopts Items 3 of the Report of the Committee of the Whole (Budget) dated November 24 and 25, 2015 as follows: 3. THAT Council provide preliminary approval for the 2017 and 2018 years included in the ten year capital forecast, as amended (Appendix B) including the Victoria Street Pedestrian Bridge.

THAT the Council of the Township of Centre Wellington pass a by-law to provide for an Interim Tax Levy for the year 2016 and to provide for the payment of taxes by installments.

THAT the Council of the Township pass a by-law to establish temporary borrowing for 2016.

THAT the Council of the Township of Centre Wellington approve an amended Township Reserves and Reserve Funds Policy as outlined in the Corporate Services Report COR2015-72, dated December 14, 2015.

THAT the Council of the Township of Centre Wellington award proposal PROP-11-15 for Engineering Service for Drainage Works (Municipal Drainage Engineer) to the respondent having achieved the highest score, GM BluePlan Engineering Limited of Listowel.

THAT the Council of the Township of Centre Wellington approve the write-off of taxes in 2015 in the amount of $90,767.11 pursuant to Sections 357 and 358 of the Municipal Act, 2001, as outlined in Corporate Services report COR2015-65, dated December 14, 2015.

THAT the Council of the Township of Centre Wellington approve zoning amendment application RZ09/15 as amended and a proposed zoning by-law amendment be given three readings; AND THAT the County of Wellington be advised the Township of Centre Wellington supports approval of the proposed amended draft plan of subdivision 23T-07002. THAT the Council of the Township of Centre Wellington pass a by-law to establish the fees and charges for various services provided by the municipality, and to repeal by-law 2015-001.

THAT the Council of the Township of Centre Wellington appoint Steven Wright to the Committee of Adjustment; AND THAT a By-law to constitute a Committee of Adjustment, appoint the following individuals, set remuneration, and repeal By-law 2015- 026, be given three readings.

THAT the Council of the Township of Centre Wellington approve the Page 7 of 13 Council Minutes Monday, December 14, 2015 partial demolition of the unenclosed front porch at the listed heritage property municipally known as 143 Melville Street, Elora, in the Township of Centre Wellington; AND THAT the property at 143 Melville Street, Elora, in the Township of Centre Wellington remain on the Municipal Heritage Register.

THAT the Council of the Township of Centre Wellington approve the partial demolition of the enclosed front porch at the listed heritage property municipally known as 199 St. George Street East, Fergus, in the Township of Centre Wellington; AND THAT the property at 199 St. George Street East, Fergus, in the Township of Centre Wellington remain on the Municipal Heritage Register.

THAT the Council of the Township of Centre Wellington approve Heritage Permit Application No. HP-2015-001, to replace the existing roof at the former Elora Drill Shed National Historic Site, and the work be carried out as outlined in the heritage permit application. THAT the Council of the Township of Centre Wellington approve Heritage Permit Application No. HP-2015-003, to rehabilitate the Irvine Street Bridge, and the work be carried out as outlined in the heritage permit application.

THAT the Council of the Township of Centre Wellington approves the Social Media Policy as set out in the report to Council dated December 14, 2015.

THAT the Council of the Township of Centre Wellington appoint the following individuals to the Community Services Advisory Committee, notwithstanding Section 4 of the Committee Terms of Reference; Gary Bryant, Barb Lee, Shirley Al, and Bianca Smith.

THAT the Council of the Township of Centre Wellington adopt a By-law to Authorize the Mayor and Clerk to sign a Collaboration Agreement for Local Source Water Information Management System; AND THAT the Council of the Township of Centre Wellington award Upper Thames River Conservation Authority a sole source contract for the design, development, operation and maintenance of source protection database in the amount of $34,250, excluding the HST (split between the 8 Wellington County municipalities for an amount of $4,281.25 per municipality).

THAT the Council of the Township of Centre Wellington adopt a by-law to restrict the Weight of Vehicles Passing over Certain Bridges in the Township of Centre Wellington.

THAT the Council of the Township of Centre Wellington adopt the Belsyde Cemetery Master Plan dated December 11, 2015; AND THAT the Mayor and Clerk be authorized to execute a By-law to regulate cemeteries owned by the Township of Centre Wellington and Repeal By-law 2009-004; AND THAT the recommendations with cost requirements within the report be brought forward for Council approval as part of the capital budget deliberations with Council.

THAT the Council of the Township of Centre Wellington receive for information the Wellington Source Water Protection memorandum prepared by the Risk Management Official dated August 25, 2015.

THAT By-laws 2015-053 through By-laws 2015-060 be read a first, second and third time and passed, signed by the Mayor and Clerk and the Corporate Seal affixed.

THAT By-law 2015-061 to confirm the Proceedings of Council at its meeting held December 14, 2015 be introduced a first, second and third time and passed in open Council.

THAT the meeting be adjourned.
